The office of the Competent Authority & Administrator, Lucknow is headed by Shri Ashu Jain, IRS. Shri Jain is currently in the rank of Joint Secretary to the Government of India and appointed as Competent Authority & Administrator [under the Smugglers & Foreign Exchange Manipulators (Forfeiture of Property) Act, and Narcotic Drugs and Psychotropic Substances Act] at Lucknow, w.e.f. June 2002. As Competent Authority & Administrator, his jurisdiction extends over the states of Uttar Pradesh, Uttaranchal, Bihar, and Jharkhand.

Profile in brief:

 
            Having been amongst the toppers from I.I.T. Kanpur, Shri Jain belongs to the 1983 batch of IRS and has had wide and varied experience in the field of tax administration and enforcement. Shri Jain has been posted at various levels in Dehradun, Ahmedabad, Baroda, Lucknow and New-Delhi. Due to outstanding work in collection of tax, Shri Jain was awarded appreciation in the very first year of his service. While wherever he has worked he has left his signature mark, it was his singular contribution during his tenure as Addl. Director (Investigation), Lucknow that earned him laurels. For, it was during this period that he was single- handedly responsible for conducting certain highly successful raids resulting resulting in the unearthing of black money running into several crores.

             In recognition of his contribution to public service, Shri Jain was nominated for a course on Tax Policy and Administration held in July 2003 in Singapore which was attended by representatives of 23 countries. Earlier, in 1993, Shri Jain also attended a six months' programme on Computer net-working that was held in Japan.

             In-spite of his vigorous academic & professional pursuits, Shri Jain has not lost his touch in the field of fine arts. He has retained his passion in the field of theatre and has acted in and directed several full length plays winning several awards. Incidentally, he has also been Captain of I.R.S. Cricket team for the last 10 years.
